Personality: When Natsuki is first introduced in Tsuritama as one of Yuki's classmates, he seems stand-offish and reticent. This isn't entirely an inaccurate evaluation of his personality — he isn't the kind of guy who opens up to others easily. So to most people, he simply seems like a slightly proud, but otherwise reserved kid. He doesn't really like anyone to know much about him, either. But even so, he's still a polite sort of guy; the sort who will give up his train seat for an older man without being asked. So even if he's a bit stand-offish to people his own age, he's still a hard worker and fairly well liked in Enoshima.
Because really what makes him so proud is his title as "the fishing prince". He's one of the best young fishermen in Enoshima; one of the best in Japan, really. But even if he comes off a little impatient at first, he actually really does know how to teach fishing, and as he teaches Haru and Yuki more about it, he begins to warm up to them as he learns that they are actually serious about the hobby, and not just treating it as a joke or as something "easy". As proud as Natsuki is of being a good fisherman, though, he hates for people at school to know about it, because he doesn't like being associated with the sport on that level— and he wants to separate the fishing part and just being a normal school boy. But he's still incredibly passionate about fishing, and you can see it in the change in his expressions when he talks about the sport.
We see the most depth out of him when he's with his father and sister. Natsuki has a lot of problems with his father— partially because he doesn't want his father to change his shop business to something more cafe-like and less Enoshima like, and also, more importantly, because he thinks his father has forgotten their dead mother to be with another woman. His little sister, Sakura, also has this issue, but Natsuki doesn't really see that she's suffering either. As much as he loves Sakura, and softens significantly in her presence, he still acts out to her when his dad is involved.
The most important part of his relationship with Yuki to his personality is that Yuki doesn't understand the full depth of his family situation, and thus when Natsuki is being especially stubborn, Yuki calls Natsuki out on his stubbornness, and helps him realize that he isn't the only one hurting over it, and that he should treat his father and sister better than he had. This is the point that he's coming from at his episode eight canon point, when he's started to accept his father's new life a bit more, and starts being a better member of the family over all.
Abilites: He's a skilled fisher, but that's it!
Other: I'm taking him from right before he gets his haircut in episode 8, so he doesn't actually know what Haru really is yet.

[ the young man on camera sighs a little, closing his eyes. there's a faint trace of a smile on his lips. ]
... You know, I'm used to a slow life, but I still think there's something missing. Those forms we got— when we got here? They said something about the finer things in life being around, if we just use the red key, but ...

[ he adjusts the cell phone, so that the viewer can see what's behind him. namely ... more houses. ]
You can't see the ocean here at all.
Is there at least a lake here? I don't want to fall out of practice. Although if anyone knew a way out, that would be ideal. Lakes make for poor substitutes.
Third Person:
When Natsuki first woke up, he thought he must have fallen asleep on the pier. Except when his eyes regained focus, he realized that wherever he had woken up was far too ... landlocked. Not to mention that he didn't remember ever laying back in a lawn chair.
He stood up. This wasn't Enoshima, that much was obvious. It looked like something off an American show, not that he paid much attention to most of those. It was very ... clean. Everything seemed perfectly manicured, like there wasn't a single hair out of place. It wasn't that Natsuki couldn't appreciate organization or attention to detail, but this just seemed like it was too much. There wasn't even anyone out on the streets.
Mostly though, it was the lack of water that was starting to bother him. It wasn't like he was adjusting from city life or anything like that, so he couldn't complain that this place seemed like it would be slow. But he needed to be able to fish. He couldn't just give that up because he was somewhere else. They had promised to fish together, after all. Even if he couldn't see Yuki, or Akira, or Haru here.
Although this could be one of Haru's strange pranks with his water gun, couldn't it? He sighed inwardly. This seemed like a little too much even for Haru, but it was the only lead he had. So he might as well try to follow it. He scanned the scene again, before he realized there was a note on the door. Something addressed to him. It didn't look like Haru's writing (and he was pretty sure Haru wouldn't bother with things like envelopes), but maybe it could be an answer of another sort.
